Pictured aboVe are a few of the Little People" who attended
the Wintersville Halloween Party last year. This year the Parade
and Party, sponsored by the Cross Creek Recreation Department
will be held October 31st at 6:30 to 8:30 p.m. The parade will
begin at 6:30 p.m. at the Medical Building on Fernwood with the
Warrior Band and a Fire Truck escorting the Goblins to the Win-
tersville Elementary School where a costume contest will take
place. Refreshments will be served.
Those who participate. will be eligible for prizes in the following
catagories: All children up to the age of six will receive a prize;
Age groups of 6 to 8 years, 9 to 11 years, 12 to 15 years, and 16
years and up will be judged for Most Original, Most Beautiful,
and the most comical in their age groups.
No School Friday
School will not be in session
for the pupils of the Indian Creek
School District on Friday, Octo-
ber 28. Administrators and
teachers will be attending the
Eastern Ohio Teachers Associ-
ation annual meeting at Zanes-
ville, Ohio.
The principal speaker for the
meeting will be Dr. Tennyson
Guyer, Findlay, Ohio. Dr. Guyer
is a State Senator and is direc-
tor of public relations for the
Cooper Tire and Rubber Com-
pany.
A business session and Dr.
Guyer's address will take place
during the morning general as-
sembly. Subject area and grade
level groups will have luncheon
meetings and afternoon discus-
sion sessions.

WINTERSVILLE RESIDENTS
On November 8 you will be asked
to vote for the renewal of a
1/2 mill levy for the mainten-
ance, operation and expansion
of the Wintersville Volunteer
Fire Department.
The renewal of the present 1/2
mill levy will continue to cost
each property owner only $.50
for each $1,000.00 property
valuation--a small price to pay
for effective fire service.
Your support is needed to main-
tain effective 24 hour service
for fire, emergency and rescue
calls.

School Parking lot where a Pep
Rally will be held.

This week's issue of the Citi-
zen has a new feature, written by
a young man well known to the
community. Randy Tolliver, a
student at the Co liege of Steub-
enville and Disc Jockey at radio
station WEIR makes his "Maiden
Voyage". From time to time
Randy will be around, in print , to
Chit-Chat with all our readers.

It seems as if somewhere in
the back of my mind I had once
thought of writing a column on
everything and anything. Being
in the type of business that I
am, I get a chance to meet
a lot of people, both good and
bad, some with opinions, some
indifferent. So I decided a few
weeks ago, after a series of
events occurred, to do just that-
write a column.
The events to which I am re-
ferring took place, and from
what I understand, still are tak-
ing place, in the Wintersville
School System, and deal with
smoking on school grounds.
Granted, rules are made to be
obeyed, if they are just rules.
Assuming the rules concerning
smoking at the local high school
are fair, is the punishment meted
out to the violators just as fair?
Or is it detrimental in more
ways that go beneath the sur-
face?
If no smoking rules are in
effect within this school sys-
tem, then they should be ad-
hered to, but here is my point:
Is a 5-Day suspension justified?
Can we balance out the Ameri-
can Educational System with an
Equation of 1 cigarette to equal-
ing 5 days out of school?
If our local school officials
don't think a loss of 5 days
learning is serious, apparently
the value of education is some-
what questionable.
Certainly punishment is need-
ed, but not as drastic as is in
effect now. The Hue and Cry
is being raised all the time
about High School Dropouts and
the importance of Education. Just
how important is education when
one can be deprived of 5 days
of it in a puff of smoke.
Our parents and school officials
should take a look at this "Cut
our nose to spite our face"
policy concerning smoking and
the resultant punishment.
This is just about it for the
Maiden Voyage. In the future
issues we'll travel from world
events to topics overheard over
a cup of coffee. If there are
any comments, feel free to ex-
press them.

Wintersville Police Chief Vic-
tor Calabrese today issued a
stern warning to all would be
Halloween Pranksters that mali-
cious damage to property will not
be tolerated by his department,
that members of the department
are under orders to arrest all
persons involved and that the
parents of juveniles will be held
responsible for any act which
constitutes a threat to life or
damage to the property of an-
other in the Village of Winters-
ville.
Chief Calabrese said also that
his department will be on con-
stant patrol throughout the Vil-
lage to provide protection for
the children who will be going
from door to door. Motorists
are also cautioned to be on the
lookout for the small masked
spooks whose ability to see will
be limited by their masks.

Hemophilia Victims Loretta Cassidy Elected
Appeal For Blood To State Office
An urgent appeal is being made,
the first in a year and a half,
for eight Steubenville hemophilia
victims, a disease for which
no cure has been found, for
volunteers between the ages of
18 and 60, to donate a pint
of blood for transfusions.
* Hemophilia victims suffer from
repeated hemorrhages in most
any part of the body because
there is little or no clotting of
the blood. These eight and many
others face a lifetime of hos-
pitalizations, countless transfu-
sions and limited activity de-
pending on the severity of the
disease.
The blood is needed immediately
to repay 150 pints to the Pitts-
burgh Chapter of the National
Hemophilia Foundation and to
replenish the supply for future
transfusions.
By giving one pint of your blood
you may be saving the life of
one of our children. There is
very little effort required and
only 15 minutes of your time.
Any healthy person is accepted
and may call any one of the

Loretta Ann Cassidy
Loretta Ann Cassidy, Class of
1967, of the Ohio Valley Hospi-
tal School of Nursing, Steuben-
ville, was elected second vice-
president of the Student Nurses
*Association of Ohio at the annual-
Convention held at the Cleve-
land Sheraton Hotel in Cleve-
land, Ohio. Miss Cassidy is start-
ing her third year as a member
of the District #7 Student Nurses
Association of Ohio which
includes Student Nurses of Ohio
Valley Hospital School of Nurs-
ing in Steubenville and East
Liverpool City Hospital School of
Nursing.
She is participating on a Dis-
trict level as second vice-presi-
dent during 1966-1967 and is
serving as By-laws Chiarman.
At the Ohio Valley Hospital, Miss
Cassidy has served as Corres-
ponding Secretary of Student
Body - Student Council 1965-
1966, and as Co-chairman on
various student body committees.
Miss Cassidy is the daughter
of Mr. and Mrs. Patrick F. Cas-
sidy of 165 FranklinStreet, Weir-
ton, West Virginia. She is a
1964 graduate of Madonna High
School.

Savings Bonds", are the words that will be on the stamp with
a picture of the American Flag and Statue of Liberty.
The stamp will be issued on October 26th, at one post office
in Iowa, and every post office throughout the nation should
have them available for sale on October 27.
