Believe it or not we are
having a birthday! The Win-
tersville Citizen is just one
year old! "Your Community
Newspaper' was prayerfully
launced December 6, 1962.
A year ago interested sub-
scribers received their first
copies through the mail while
complimentary copies were
available in many places of
business. Soon the picture
changed. Young girls and
boys established paper routes
throughout the Area carrying
your Wintersville Citizen
right to your doorway.. The
mailing list expanded, too.
Our Community Newspaper
began to travel all over the
state, out among the fifty
states, even abroad.! Today
it travels as far south as
Florida, as far west as Cali-;
fornia, across the river into
West Virginia, into the
mountains of Colorado and
across the seas to Africa and
Germany! Stores and other
places of business continue
to carry our paper, selling
it across the counter.
Your generous faith and
enthusiastic support have
made our first, challenging
year a happy; ,productive one.
We look forward to 1964 with
confident anticipationi This
is your newspaper. Do not
hesitate to call us with your
stories, news-worthy or
social. Our Staff photographer
is available by pre-arrange-
ment to photograph your
club or organizational func-
tions. We can usually arrange
to cover several groups in
one evening if notified in
advance.

This is a tribute to a won-
derful teacher and a wonder-
ful group of young citizens.
Recently it was my privilege
to listen to the "American
Heritage" presented by Mrs.
Dunlope's Public Speaking
Class.
Everyone in the audience
was favorably impressed by
this presentation--not merely
because it was a good page-
ant well presented-but it
was the manner in which the
spirit of the pla)y had been
captured and made to come
alive so convincingly.
There probably has never
been a time in our history
when there has been greater
need for proud, determined,
young citizens to carry on the
traditions of this great
nation. It brought to one's
mind and heart a feeling of
thrill and triumph to know
that such a fine group was
in training right here in our
very own community. No list-
ener could doubt the sincer-
ity of the belief or the dedi-
cation of these young people
to the task of helping to ful-
fill the purpose of their pre-
sentation.
No one small community
could ever hope to change
the trend of the times; but
we should never forget that
each boy and girl, each teach-
er, each parent, each individ-
ual-wh ether we like it or
not-is a link (weak or
strong) in the chain' which
binds us all into one great
Nation.
Let us show our young
people and their teachers
that we do appreciate them
and look to them to help
shape our course in the fut-
ure. Let us ask for- a repeat
performance of this fine dis-
play of loyalty and patriot-
ism to be given at some cen-
ter where all good citizens
may gather to see and en-
courage what is being done
by our home talent. It would
be a splendid finale, if our
School Superintendent could
find time to add to the at-
traction by suggesting what
might be done to further good
citizenship in our home town
and schools
In the beginning our fore-
fathers taxed us to support
public schools. The funda-
mental reason was to help
train better citizens. No good
government can exist without
well informed voters. We, as
taxpayers, still believe that
"citizenship" should be
given as much attention and
recognition in the educational
field as "sports." Each has
its own proper place and
function.
Council
Activities

The Village Council met in
regular session at the Munici-
pal Building on Tuesday De-
cember 3, 1963, Mayor Thomas
Albaugh presided. All offi-
cers and council members
were present, as follows:R.E.
Wilson, clerk; Floyd Call,
treasurer; Attorney James
McHugh, solicitor; Arthur
Bartell, Frank Dornbush,
Marion Mellott, Mrs. Eve Sei-
ter, G.R. Steele and William
Wehr, council members.
The solicitor presented an
ordinance to grant property
owners requests to detach
portions of their properties
from the corporation which
were annexed recently. This
ordinance was defeated.
An ordinance was passed to
raise the salary of the village
treasurer to compensate him
for work necessary for the
water department for which
he had not previously been
paid.
A discussion was introduced
regarding the bus stop shel-
ters which have been placed
in the village by Shelterall
of Ohio. It was explained that
these shelters have been
placed as a service to citizens
to the citizens who use bus
bus service. They are placed
on the right of way which is
public property, or by contract
with the property owners. The
company guarantees protec-
tion to those using the shel-
ters and property owners are
in no way responsible. The
advertising displayed is that
of local businesses-with no
objectionable ads, such as
liquor permitted.
It was reported that securing
of easements for sewer right
of ways will soon be under
way.
The final Council meeting
for 1963 will be held on De-
cember 17.

Robert Montgomery (left) was honored at the reg-
ular Cub Pack meeting of Pack 12 of Wintersville
Methodist Church. Pictured with Mr. Montgomery
is Charles Francis, Cubmaster, who presented a
plaque from the Pack in recognition of his six
years service. Bob has served many capacities
in his six years, under four different Masters,
Assistant Cub Master, Committee Chairman, Web-
los Den Leader, Treasurer and many other duties
he performed too numerous to mention. Bob will
be sorely missed by the Den. His serving is
not over though, he is retiring with the anticipat-
ion of taking an active part in the Boy Scout
Troop 12.
